Do you say something?
 
Om my last 2 flights, the person next to me turned on his IPhone when the FA was seated but well before we landed. I didn't say anything but now wish I had. What's appropriate here?

Truthfully, its safe to have them on the whole flight. We need to get over the fear and get 'er done.

But 16 years of parocial school is hard to overcome. As is a dislike for those who think the rules don't apply to them...whether the rule is importsnt or not.

It's not your job to enforce the rules, nor tattle on others.

Understood . . . but this isn't a dangerous situation.

Would you call the police for every person who passes you while you abide by the speed limit?

If seeing someone use a cell phone on descent makes one feel that one's life is in danger, then one has even bigger problems than just issues with others not following the rules.

If the person pulls out a sledgehammer and starts banging on the window I would react differently than if they start poking around on their iPhone.

It's not the fact of the cellphone use that I object to. It's the ones that use them to make calls that Annoy The Hell out of me. The regulations might be silly, but I cherish my quiet time on a plane to not have DYKWIA's making the Terribly Important calls.

Noise-cancelling headphones rock. Also there's nothing stopping 2+ yahoos nearby from having a loud conversation sans telephones.
