Looks like at least 7 out of the 12 screeners I can see aren't doing anything.

That seems entirely plausable. There's lies, damn lies, and statistics. If TSA needs to "prove" that NOS is effective and runs just as fast as a WTMD then they'll simply simply slow or close the WTMD until the figures catch up. This lets them justify the program to congress.

I noticed some strange checkpoint statistics at DFW and SEA this weekend, where lines I would normally expect to move quickly were moving slowly, but I didn't connect the dots to a larger pattern.
I use LAS C-Gates for WN. At the off-hours times I travel my typical "TDC to sitting-in-the-tram" times have usually been well under 2 minutes. Typically no queue at x-ray with 80% of my time spent unloading and repacking. However, my last couple of trips they've been running NOS only with a 6 minute or longer line. Add the opt-out and my security trips have started averaging about 12 minutes.

I was told last Thursday that NOS is now primary also at IND. I had to tell the Agent that it wasn't supposed to be when they were asking for money to buy the machines. He didn't have a response for that.
