No either or. As of now, you still have to use the blue form at YYZ. I will report more after my next trip, which will be this weekend

As for Green Cards (I hate semi-official acronyms and I grew up with them being called that), I'm not sure since I'm a citizen. I would guess that is true, as there is an MRZ (I'll use that one :p).

It does seem that is the case. My girlfriend was frustrated in her ability to get her extra fingerprints (she got her NEXUS when the process was slightly different) done with just a walk in to the YYZ NEXUS office last week because the CBP agents were clueless.

Yes. In fact, as of a few weeks ago, LPRs who have GE can only use their LPR cards at GE.
