Given how involved Nappy was in the interim the lack of director should not have been an issue. She could have issued the directive. Especially, if there was truly a threat. Further, the lack of a director should never be an issue when it comes to security.

Or... this isn't going to go over well, let the next TSA head take the heat for making the decision. Wonder if the interim head was asked to decide, and deferred, knowing the mess it would create.

There is no empirical evidence for this. Most complainers see no effects. If TSOs were worried about pax complaints, they'd be less bold about inventing insane rules, harassing passengers, procuring cute girls for the Nude-o-Scopes, and stealing our stuff.
