TAP Baggage Policy
If flying with a discount TAP ticket, does that include a carry on (small roll away bag) and a personal bag? and how strict are they with weight of carry on?

It does. The weight limit is generally unenforced, but they increasingly check bags at gate due to size, lack of space in the cabin, and as a strategy to speed up the boarding process.

The only time the carry-on is weighed is if you have to pass the check-in counter. For a discount ticket departing from most places - that won't be a problem.
