Bangkok Airlines Baggage Fees - REP to BKK

Just trying to get some more information RE the baggage fees for this airline. The website is a bit vague - if the bag is over 20kilos, is the charge 1% of the most expensive Y fare (in this case, 188 USD), per extra Kilo over 20kilos?

Do they allow 1 free checked bag PP?

Fly:

Join the Bangkok Airways frequent flyer program. The biggest benefit is an extra 10kg of baggage allowance. We did this for a three day trip to Seim Reap from Bangkok at the tail end of our 2008 Bhutan Trip. It worked for us.

Ah yes, I remember seeing that, thanks for the advice! So, does this mean that we are given one 30kilo bag, pp, for free?
