I wonder if the inclusion of the word "segment" in the orign/destination exception means that that final surface segment will count as one of the 20 segments. Right now surface segments don't count toward the 20, but I can't think of another reason that they would add it.

Don't think it'd count towards the limit. I think there's a sufficient distinction between the 2 kinds of segments. The final segment in the origin-destination exception is described as 'surface segment' while we're allowed 20 'flight segment (sic) including free/purchased flight segments.'

The bold section looks new to me. They've cleared up the fact that you cannot purchase additional long intra-europe segments from the UK, if you already have 2 of them free:
