But if they were ready to join, why wouldn't they? Joining an alliance is essentially an administrative process, to say that they are ready, but are delaying for administrative reasons, is nonsensical. And to quote the busy Christmas period, as a reason, when it happens at the same time each year, and at the time they previously announced they were joining, highlights some of the poor management that is often seen at MH.

You are seeing things that don't exist.

Nope. I flown them too many times and seen enough evidence of poor management.

Their reason for delaying their joining date does not stand up to scrutiny, but sure if you don't want to look or are absent reasonable judgement, I guess you won't see anything.

The reason for not joining yet is quite simple. They require a number of member airline CEO's and Oneworld management to be available and in the same place to sign off on everything. Those people were not available at the same time during December/Jan.

Who said that? Sounds like an overly broad inference from a report about a December effective date.

Recently on 26 September 2012, representatives from Qantas (QF) and oneworld management company (oMC) completed an intensive ‘Go/ No-Go’ review of MH’s readiness to officially join the oneworld alliance later in the year (MH is currently still a oneworld member-elect).

Following the review, I am pleased to inform that MH has passed the oneworld Go/No Go assessment. In short, MH joining oneworld is a Go!

At the end of the examination, QF and oMC concluded that December 2012 is an achievable target for MH’s entry. oneworld CEOs’ availability is now being sought to confirm an entry date sometime in the week commencing 10 December 2012.

It will not just be MH systems that will need to be "turned on" for them to join. All members would have to do test/integration work as well and most companies in the Western world have change freezes during the December/January period, and we know it is a peak travel period so there is no way I would want to muck around with booking/reservation/frequent flyer etc systems in this period.
1 Febraury seems to be the agreed date even if all members were ready to go live with MH membership as the risk is too high.

I don't see the MH joining is as relevent to this tread as it is with the MH thread in Oneworld Forum. How does MH Joining and earnings affect UL joining we will not know the UL Earning regardless till they join the alliance sometime this year
