SNA-LAX Counted as a Ground Segment. Why?
 
We are flying into SNA (Santa Ana, CA) and out of LAX to HKG. Cathay Pacific in calculating the fare is treating SNA-LAX as a ground segment. Is this correct? It would seem that these should be treated as Los Angeles area airports.

This has been the case when we have flown out of DCA and back into IAD.

Any thoughts?

what sort of ticket?

on oneworld explorers etc since the move to electronic ticketing there is now no such thing as 'city airports', everything is a flown/unflown segment

AONEX. Are there any work arounds. Paper ticket? Open sectors?

The paper ticket with open dating and the city code used to work, but I haven't heard reports recently.

And the rules are now pretty explicit

A minimum of 3 and maximum of 16 segments, including surface segments between
any 2 airports, are permitted for the entire journey.

I believe that they are treating you in accordance with the rules. IIRC, into LHR and out of LGW also counts as a ground segment.

Ouch! Surely that makes the OWE more or less unsellable in countries which are still not up to speed on e-ticketing?

I'm a bit out of touch, but can the e-ticketing systems all even do open-dated segments yet? I leave others to suggest countries that are still on paper; maybe they've all caught up in the last year or two.

In 15 years of using RTW tickets, 3 or 4 every year, I have never found that LON (LHR and LGW) were treated as different airports; likewise JFK, LGA and EWR have been treated as one (NYC).

Has something changed? I am about to have another RTW issued (16 segments which include a journey to NYC (into LGA, out of JFK). Are you saying that LGA-JFK will now be treated as an additional segment, thereby putting me over the 16 max?

LHR and LGW (and LTN,STN) have different airport tax.
Which tax was charged for LON ?
Probably, higest one was charged ?

As I haven't yet had the ticket issued, I don't know. I would have expected LHR & LGW to have the same taxes and fees. Do you know for a fact that they charge different amounts?

Yes. The rule changed over two years with the addition of language noted above by christep. It has been discussed a number of times over the years including in these threads (among others):
