Baggage now 23kgs and not PC
 

Maybe old news, but I just bought a xCIRCxx and noticed the baggage is 2x23 kgs and not PC. Rules for xONEx are the same. I presume this is the latest enhancement?

Also noticed that all of Russia (east and west of the Urals) is "Europe"

xCIRCxx does not involve the Americas, so PC does not apply. PC only applies to itineraries involving the Americas. I don't think there is any change to the rule.

xCIRCxx contains America.
23kgx2 is a modified PCs, 2 pieces of 23kg instead of 32kg.

Some airlines permit only 23kg x 2 for economy class.
Almost(all ?) of airlines permits 32kg x 2 for business/first classes for amrican routes.
So, a little complicated description is used.

Urals ref obviously planning for S7 joining oneworld. Also reference in section 4h of OWE Rules that you can only have two segments flying over the Urals.

Indeed. This is likely to result in lots of discussions at check-in with the agent saying the ticket only says 23kg per bag and us saying that the airline website says 32kg per bag.

If you plan for that which is specified as being the allowance for the ticket , then no problems

But the ticket says its 23kg or more depending on what some websites say which will lead to problems if you have a bag with 25kg.

Sure, the trivial case will be the easyone . Its the more complicated ones which will cause the issues. Like always in life.

I speculate that this new rule was written for L class tickets. I suggest that there might be a later addition to cover an increased allowance for D and A classes.

There is no complicated issue. If you have 2x23Kg and you have issues checking the bags in , then you may have some recourse. If you take luggage over the 23Kg or more than 3 pieces and you get charged excess baggage fees, then that's a risk you are taking yourself

I doubt it given that at least one OW airline (AA) has 23Kg limit per piece for business and 1st.

2x23Kg meets the lowest common deonominator. Anything beyond that is at airline discretion

I find this new text far better than what had been defined recently.

Oh, and by the way - it still is designating a "Piece System".

If I take two 25kg bags on my QF flight then there never was a risk. Now there is a risk as it says 23kg in the wording with a footnote style explantion which you might have to discuss with a check-in agent.

The luggage allowance is still the same as it was before, the wording now just opens one more avenue for a discussion.

Any weight per bag restriction has always been segment based so this has not changed.

It certainly has not changed.

In fact nothing really has changed, except for the 23Kg being indicated. (And possibly the mention of 2 PCS, although this was generally the default in any case)
