My mother's husband, a merchant marine, spent a month there, waiting for a ship there were going to ferry somewhere. He came back with some beautiful wood carvings, but said it was the most God-forsaken place he'd ever been to (and he's been to a few...).

I was in Maputo last October, before the floods. At that time there was no trouble and the country was beginning to rebuild. Luxury facilities, such as the Polana and Carlton hotels were functioning normally, as were several Portuguese restaurants. Local facilities are also available and Mozambiqueans are generally quite friendly and helpful. Nearly everyone knows Portuguese and some people can speak English as well.
