If you're past 90 days from the start of the card they seem to cross some sort of hurdle, very unlikely they'd attempt any claw back.

Your mom could have applied as a sole propietor perhaps, which wouldn't have needed another EIN.

I have. It depends on the T&C of the card. I believe the 75,000 for $1,500 spend business card only had a requirement that you have not had a business card in the past 90 days, so DH & I each got one in spite of previously having had a business card.

I just cancelled my Business Citi card last week. If I use a different EIN, do I have to wait 90 days to apply for a new card?

If you have another business with its own EIN I'd still wait 90+ days. YMMV, of course.
