I'm having a bit of a hard time placing this thread in the Flyertalk forums. It's not MilesBuzz where you posted, "the latest frequent flyer program buzz."
Since you're moving to DC I'll interpret the question as "what the best time to move to DC?" and see if folks in the Washington, DC forum have any thoughts.
But it may be a difficult question to answer without some idea your cirteria, what you're trying to avoid / minimize /etc... how much stuff, how you plan to travel... anything else you might share could shed some light.

I'm not sure I understand the question. It's going to be hot no matter what.
This is not specific to DC, but most moves occur (a) at the very end and the very beginning of each month, as most leases end at the end of a month, most leases begin and the beginning of a month, and most home sales close on the first or last day of a month, and/or (b) over weekends. So the best time to move is during the week, except near the very end or the very beginning of the month, as demand for moving resources (truck rentals, movers, etc.) will be lower.

I'm moving next month to the BWI area myself, but haven't yet picked out a place to live as I'm completely unfamiliar with the area. Until they interviewed me, I'd never stepped foot outside the airport itself 
Should be interesting. And I do echo that moving other than the beginning/end of a month is less expensive. Also not having to store stuff would be great, too.

I'm moved to and from DC a couple of times. I highly recommend the middle of the week and during the middle of the day, particularly if you are wanting to park a moving van on the side of the street. The beginning and end of the school year is also bad due to the number of schools in the area.
I don't know if I've ever had as much fun as navigating a 24' Budget truck through the streets of Adams Morgan, except maybe doing the same thing a few years earlier in Cambridge, MA...

Aside from the good traffic/parking advice above, it really doesn't make much difference when you move. DC area leases don't have specific start dates, like some other cities (I'm old enough to remember when Chicago leases started April 1 or October 1, take your pick).

Moved to WAS from PHL a couple years ago. Moved mid-month, mid-week. My current company reloacted me, but the cost to them was lower than if I had moved at the beginning or end of the month (when there's more leases beginning).
