I know that Marriott guarantees lounge access for Gold and Plat, but will they upgrade Silver when availability exist?

In my experience it is very common. Of course it is within the discretion of the hotel. When you make your reservation, request a complimentary upgrade to the Concierge level. Renew your request when you check in to the hotel. Rooms on the Concierge floor may not be available, but they will often offer you access to the lounge instead.

way back when I was silver, i found most hotels to be accomodating, especially when you made the request in advance and again at the hotel. "Access" was all I wanted; I didn't need a room on the actual concierge floor.

In fact, one of the reasons I consolidated my business with Marrriott was they gave me access. Hyatt didn't. So I took my business to Marriott and stayed. It's probably cost Hyatt 700 nights, because I really liked their hotels, but one "no access" was all it took for me to walk.
