free/low fee re-loadable debit you can fund with visa gc?

Got mine and tried to load small amount from my metabank VGC, no dice. It won’t let me load it. No difference even after I registered my address online for my VGC. I could try some other issuer GCs later when I get some different ones, but I don’t have much hope on this
