Not quite, it's the view to the east towards Cape Soya rather than north towards Russia. I couldn't see Russia when I was there, even through a long zoom lens.
I was 25km across the sea from Russia on eastern Hokkaido, and could not see Russia either. |

Not everyone's cup of tea, but I'm a huge fan.
