My partner has an offer named "Welcome back with 10,000 points". I saw it in her account when she invited me to check yesterday, though I'm not sure how far back it was first offered. From the name it seems IHG offered it because she'd stayed only 1 night in their program, ever. And that was almost 12 months ago.
