TWOV in DEL?

Will be traveling from ZRH-SIN. Layover in DEL will be for 19 hours 45 minutes. Could I do without a transit visa?

Found several conflicting information; also found this in the CGI Toronto website
I will be changing flights/airports in India to travel to my final destination (say Nepal, Thailand etc.) Do I need a visa to change flights/airport terminals?
You need to apply for a transit visa if you are going to change from an international terminal to a domestic terminal of any Indian airport or if you are going to stay in an airport hotel even for a few hours. You don't need a transit visa if you stay in the waiting area reserved for international transit passengers in an Indian airport. Note that you can stay for a maximum period of 72 hours in India on a transit visa. You should have a confirmed air ticket for the onward journey.
Are the airport lounges be considered within the waiting area?

Thank you.

EDIT: I do not qualify for VOA
EDIT2: Also currently plan to not have checked baggage - but please do mention if that changes the situation
EDIT3: Also found this at DEL's web site under the Airport Hotel section.. :\
INTERNATIONAL WING:

Passenger coming from International Destination and transit through Delhi to next International Destination. (No Need for INDIAN VISA) as you are not going for immigration and customs. You need to have a valid boarding pass to access the International Wing.

You don't need a visa assuming your bags are checked through all the way to SIN. There is also a (relatively expensive) transit hotel in T3 in case you want to sleep during that time. No visa required.

The info from the CGI is incorrect, no visa is necessary to stay in this hotel, although it would apply at airport hotels in other cities (since none are transit hotels like this one).

Thank you! I am no longer transiting through DEL for my next trip - but still good to know.

Also, hopefully their VOA extensions would be implemented soon!

it doesn't matter now that you are no longer transiting through del but just for your information, you also have the options of these sleeping pods although they may be expensive if you plan to spend more than a few hours during transit....

Aha. I was actually planning to visit the lounges there as I have Priority Pass, but was not sure if I'd even get the chance to get there. Some travelers reported that they were only allowed in a small dinky area with some vending machines - something I definitely not want to do for 20 hours

If you have a boarding pass for the next flight you can enter the general transfer concourse, else you will be held for a while to get a SQ employee to issue you a BP.
