CA / California State Capitol cafeteria on iDine (but now off...)

Visitors to the basement cafeteria in California's State Capitol in Sacramento may enjoy the pleasure of earning Idine points, as the cafeteria is operated by Griselda Catering, an Idine "restaurant". The same business entity also operates TexMex, a restaurant about 3 blocks away. There is a $5 minimum for using a credit card.

This is against Mastercard and Visa merchant agreements. You can report them online for mastercard:

You can file an incident report with VISA by calling

The State Capitol basement cafeteria appears to have fallen off Idine on or around June 1, 2010.

It's an annoying feature of the program. You look at the list of participating restaurants one day, and it's there, and then when you go the next day or following week, it's gone without any notice in most cases. A little fly by night.

Now, the Capitol Basement Cafeteria is back on again!

Is a minimum spend requirement still a violation in the wake of the Federal financial overhaul bill? Merchants can now offer cash discounts, but how about a minimum requirement?

Merchants May Now Set $10 Minumum on Credit

Here is the new federal law, as reported by the WSJ on 8/18:

Under the new law, merchants can now legally set $10 minimums on credit-card purchases, and offer discounts and promotions for cash purchases -- a shift from strict rules preventing those practices in the past.
