Dallas and Houston have several Category 1 properties, some with sub $100 nights. You do need a car to get around but both cities offer a lot as far as dining and activities.

No. The Hyatt Place Aguascalientes refers to Aguascalientes, Mexico (the city). The hotel is owned by a Mexican hotel management company called Grupo Hotelero Santa Fe, S.A.B. de C.V., which also owns other Hyatt, Hilton and Krystal-branded properties.

The Agua Caliente casinos you're thinking of are owned by Native Americans local to Southern California. From the casino website's About Us page:
