I doubt this also - they may require airlines to set lower fares ex-TIP (instead of subsidizing) and these airlines pressured the Goverment to limit the number of non-Libyians?

The one example I know where subsidizing did happen is Cuba paying a subsidy for each empty seat directly to European charter companies to ensure continued flights - as flight loads were often to low to be profitable. Though this was a few years back.

As with any carrier when you're holding ex-TIP tickets there is a risk involved. No one can say for sure what an airline check-in personnel will do at that moment. They know for sure that such tickets if not issued within Libya is not allowed, so the onus is on them for accepting such tickets.

So you are the only one who'd know if you dare to risk it and show up at check-in with a foreign issued ticket.

Once again -- YY tickets are NOT sales restricted. How do they "know for sure that such ticket not issued within Libya is not allowed"? I'm not trying to be smart, I'm just trying to understand what argument they can back this up with.

Axey, I also don't understand it. I still guess, that the whole story of that "law", prohibiting so issue ex TIP tickets outside of Libya is a LH made fairytale or, to be less friendly, a lie.

What I also don't understand:

If this "law" would really exist, why isn't it possible to change the programming of the CRS, like Amadeus or Sabre? It would be easy to set a flag to avoid that an ex TIP routing (and fare calculation) will be issued outside Libya.

There is no restriction as to where you issue the ticket. Ex-TIP tickets can easily be issued by anyone on any carrier. It is not illegal to issue such tickets, but it is up to individual airlines to acceptance. LH, AF, OS, LX and a few others have decided that they would not accept such tickets if issued outside of Libya. Libyan issued tickets would therefore adhere to the regulation that one must be a Libyan resident to hold such tickets.

Your reservation is accepted. Just not the ticket you have in your hand if it is issued outside Libya. There have already been documented cases where fellow FT members have been refused passage by said airlines on said tickets.

Acceptance of ticket is based on individual airline choice - or rather airport personnel who may be scrutinizing tickets that day. Would you risk it?

"Pre-paid ticket advice", tells the ticketing office in this case in TIP to issue the ticket, as you have already paid for it in your home country.

ok so if I actually fly to TIP, can I buy an ex-TIP ticket even though I am not a resident of Libya? i.e. buy it there at airport or travel agent.

A SITI ticket would be fine; however, can one get an ex-TIP SITI ticket without a) being a citizen of Lybia or b) holding a work visa for Lybia?

My understanding was that one could not... anyone know for sure?
