Yes, the DL seat is newer and has a better IFE, but the space/size of the seats is very similar.

For comparison, JAL, Premium Economy on the 772 40" Pitch, 18.8" Wide Recliner Seat, so more space. (One World)
And Air France, Premium Economy on the 772 38" Pitch, 19" Wide Recliner Seat.

These comparisons don't take into account the soft product.

Yes. Though this is (unfortunately) an outlier. Most PE seats are 18.5-19.5 inches.

FWIW, the measurables differences between BA and JL don’t really translate into a terribly noticeable difference in comfort in my view. The AF product is, to my mind, the big outlier - not necessarily better, just so different.
