Class of fare that allows changes
Can anyone tell me what is the lowest fare class on Delta that will allow changes? I'm not talking about free changes. I would like to book flights for my kids this summer and we are 99% of their summer schedule, so I want to lock in the great fare now. On the off chance something changes, I don't want to be stuck with a ticket where the return date can't be changed. I know changes can cost $100 but a recent phone call to Delta said some fares don't allow any change at all - I'd like to avoid those fare classes

Full Y always works but that's not very economical. Given that published fares and fare rules can vary not just by origin and destination but also by country of purchase, you need to get into the specific, detailed rules for your proposed travel. There is no good short cut. Even if you cited cities and dates, there may be twenty possible fares.

Perhaps it's discretionary?
I had my kids booked on travel in the T class (international flight, VCE to JFK) and the U class (domestic JFK to BUF) and I had to change the return to a couple of days earlier. I was charged $ 20 each ticket, only for the assistance of the telephone ticket agent. The return U class was rebooked to an L class fare.
I was told it would have cost $ 250 but the fare ended up being slightly lower on the date I made the change so they only charged $ 20. This is not something I can count on, I suppose.
FWIW, these tickets would be for the same route, VCE-JFK-BUF in June returning September. Guess I'll be doing some digging.

i think the new ticket was $250 less than the old one so effectively you did pay it (not just the phone fee)... or you got really lucky and they made a mistake, but DL has been pretty good about not making mistakes when it comes to fee collection
