What does "credit is restricted" mean?
 
My mom got rejected for a credit card by Citi recently and they claimed the above, what does it mean?

She is also eligible for a free copy of the credit report that they based the decision on. Make sure she requests it

You can restrict your credit file so no one can pull a credit report on you. If you purchase something you have to give authorization for them to pull your report.

I have been managing her credit and I don't recall ever doing something like that. Can the credit agencies do something like this by themselves?

I checked her credit report from truecredit and she has scores of 754-786 over the three bureaus. I can't figure out why even Chase refused a checking account for her.

I had something similar before. I was told I had another CC (citi or none-citi) that already has a large balance/utilization or I was approaching total citi limit. In my case I had a large balance on a BAC card.

No, you have to specifically request it from the credit bureaus.

Don't checking accounts work off a different system? I've opened many checking accounts and none show pulls on my credit report, but they do pull something.

Citi is such a dweeb... they have some messed up computer programs that suddenly tell them someone is about to default.... then they pull all ure credit etc.... But now AMEX is following their lead so all of the cc have gone crazy lately...

Correct. It's called Chex Systems. She can pull a report on herself for free once a year, just like with the big three CRAs. Check out www.consumerdebit.com.

Sounds like her credit report with one of the bureaus may be "frozen". If she did not request it, did she sin up for lifelock?

When you freeze it, you're given a pin to unlock it, which you can provide to a creditor to access your file.

In any event, I'd call Citi to get more detail.

It depends on banks. I had Wachovia pulled credit reports on us when opening a checking account. I had Capital One and Countrywide both pulled credit reports when opening CDs!
