A lot of these businesses are going to discover that cash has a way of disappearing plus the risk of holding it until it gets to the bank.

Personally I will classify any surcharge as price increase by the restaurant owner (ie I will order less (skip desserts/alcohol/stick with tap) and/or not visit that restaurant again, but not penalise servers for the surcharge).

But I am not an American resident so I rarely have to consider these issues. When returning to Australia I now use a lot of cash to overcome their surcharges in restaurants, and leave the servers there something as a reasonable rounding tip (not to US levels, but close to UK if warranted)

IMO, rightly or wrongly, stores do think that cash is less expensive for them and are now beginning to behave accordingly. I'm not sure an EU-style interchange cap would necessarily dissuade some of that notion, either, as the EU also had to put some anti-surcharging rules in place after that cap went into effect.

Regardless, I don't think it's fair to punish the servers for something not really under their control. Simply don't go to that place next time instead (and let the manager/owner know why if possible).

It is certainly fair to do so -- the servers understand the type of place they are working at and can provide feedback to the management. If surcharging turns into a labor problem that's all the more reason for the management not to do it.
