IIRC, the 15k extra mileage program was $99 for International OnePass customers (and $150 for US customers). I don't see the promotion in my News & Offers yet, so I suspect that this is not for US customers.

15K miles is not that much. It would give an elite a confirmed one way upgrade on a cheap ticket - which they might otherwise get for free. It is offered at the end of the year just to get some extra cash. It is likely only elites that are going to use this offer. And most elites go for premium rewards - not the 25K type.
And even if you're going for the premium rewards, 15,000 is 15% of a round trip BusinessFirst award ticket between the US and Europe. That's not insignificant, and it's certainly cheaper than acquiring those 15,000 miles by doing a mileage run or other paid travel. |

I called the OPSC and the code provided (AC9M05) is for Latin America only. There also is an AC9M02 for North America but the rep told me that was last year's promo code. This year's isn't out yet - she said it should be in the next month or so...

Its still not on the web site as a listed offer and you can't find it with a search, but the OPSC is aware of it and will process it. I had hoped for a 25K max which would be a ticket but we'll each take the 17,500 RDM at a penny per.
