Yes ALL THREE AIRPORTS are run by the Port Authority of New York/New Jersey thus come under the same jurisdiction!!!!! There is no earthly reason besides being a pain in the ... that CO should be pulling it out separately!!!

Also of note that WAS gets you DCA and IAD but not BWI on Continental.com. If you use ITA, you get all three airports.
