did the "Congress" ever meet? Pictures, minutes please?

It's all a farce. Airlines and hotels buy recipes and menus. . . . or pay for names and menus.

Would any one of the members of the "Congress" stand proud as their meals are served?

They made a big stink about having their wine congress meet. It was played on one of the in-flight features recently...even invited a high-mileage flyer to help out in selecting the wines/champagnes.

didnt CO use to claim that occasionally one of the "chefs" would actually be on the flights prepping the food with the FA's and speaking with the passengers?

I don't know about preparing it onboard, but I know they used to (sometimes maybe still) have them fly to get opinions...
