It's talking about family members of either "Chinese citizens" or "foreigners with Chinese permanent residence".

Spoke to lady in local Entry / Exit office, who I have dealt with 3 times previously, and she stated nothing could be done at present because of some BIG changes in the visa processing, which starts from April 27th.
27th is coming tomorrow, if you get any news, keep us posted. I really hope visa processing restarts soon, which hopefully will mean a loosening of restrictions on flights inbound and outbound from China. I would imagine some changes would be for the virus, perhaps new health check rules like South Korea implemented.
