Not surprised in the least. I suspect that those quarantined are aware of the reasons and either agree or at least find the restrictions reasonable.
If they don't, while it sounds arcane, filing a Petition for Habeas Corpus is not hard, does not require any particular formal document and would be at least preliminarily heard in the nearest federal court relatively immediately. That is not to suggest that a Petition would get anywhere under the circumstances, but the process itself is not hard, is accessible and while it may help to have the assistance of a lawyer, it isn't necessary to get yourself in front of the court in the first place. |

The vast majority are either in agreement that the quarantine is a "necessary evil" (or even a vacation for some!!!), are too scared of the proceedings to speak out, or simply do not know the way to go about challenging the situation on legal grounds. Anyone has recent experience after the travel restriction went into effect, did someone ask every arriving passenger regardless of the origin of the flight if they’ve been to China the last 14 days ... what’s the procedure they’ve put in place?

Technically speaking I would have thought they aren’t allowed to enter the US anymore unless they are PR ?
