And? That's what they've been always ever since the FAA certified these types of the devices back in the 90s due to PA103. They're just CT-scan machines except instead of scanning people for medical reasons, it's scanning for explosives in bags.

BOS does not use CTX... we use machines from L3 Communications.

The Authority is seeking Qualification Statements from contractors to provide management and operations personnel to operate, maintain, and repair the existing baggage handling systems (BHS) throughout Logan International Airport and Worcester Regional Airport. Such contractors must have demonstrated experience in the operation and maintenance of similar systems in terms of scale and complexity. The contractor shall be able to maintain the BHS in accordance with requirements of the original equipment manufactures and the Transportation Security Administration (TSA) for such systems. The contractor shall be responsible for the maintenance of all BHS software and hardware, with exception of the L3 Examiner 6000 screening devices. The contractor shall also be responsible for any necessary repairs to the system. Due to the fact that plans and specifications of this project contain sensitive security information, hereinafter referred to as SSI, the Authority is planning to implement this project in accordance with Massport's approved SSI procedures.
Also, one the first systems rolled out in the country, ten years ago. And that $17 million is a drop in the bucket compared to what Massport got:

Logan to get new $140m baggage screening system

As for this whole Chertoff conspiracy. Conidence mostly, IMO. Morpho was actually GE (as in THE GE) Security until two years ago, when
it sold off to Safran as Morpho. And being a former GE division, I'm sure there were lots more fingers in that pie then just a Chertoff cronie. Plus, Morpho's CTX started off as Invision originally and I believe they were the first on the "market" with an FAA-approved EDS back in the 90s, so when it comes to EDSes, they've been around the longest and when comes it to EDS machines, there aren't many approved for use because any checked baggage system an airport proposes or desires has to follow standards set by TSA, which are outlined here.

Cohen is both a retired Flag Officer and a former civilian senior executive service employee. I know from experience that he is subject to a long, if not lifetime, restriction on representing himself back to his former agency. Chertoff was a political appointee and has similar restrictions. Companies hire these guys all the time for their contacts. There aren't that many former DHS and TSA SESs for two reasons: They can't get a job anywhere else; and, there has only been one round of appointees (Bush II Administration). There aren't a lot of "cronies" and they all know each other and know who took their jobs.

Yes, you're absolutely right. I didn't realize know that. PHX does have L3 Communications at entire T3 & T4. They already consider it done to install new inline baggage screening system at entire terminal 3 back in December 2010. That's what exactly my friend told me all about it. There is no more CTX-5500 at T3 & T4. They already phase out the older CTX-5500 machine. They usually the CTX-5500 machine at T3 for 8 years.

These are only baggage scanners. They're not for people.

Right, this is only for inline baggage screening system. So which US Airports who will install new CTX-9800DSi?

That's too bad... here are a few lines from the press release:
The CTX 9800 delivers high-resolution 3D images in both medium- and high-speed configurations allowing it to meet the needs of any mid-sized or larger airport. Morpho Detection's unique Clarity technology, found in the CTX 9800, enables it to screen checked luggage at higher speeds while continuing to deliver high-resolution 3D images of each bag. The system then automatically compares the contents of the bag with the properties of known threat explosives using a series of algorithms.
It is still a visual imaging technologies -- if you're a bad guy, all you have to do is make sure your nefarious devices does not look like a "know threat explosive".

It's an x-ray system. Supposedly it can accurately detect the density of both liquids and solids and compare them to known values for explosives.
