You are correct. When you arrive in YYZ you will be at D gates. When you follow signs for USA connections you will walk right by the exit. Simply exit the secure area to get to the lost and found and then re-enter.

I'm assuming you can go straight into the USA area security from the check-in area but I have never done that. I've always either made the connection from domestic to USA or gone into YYZ check-in for a domestic or international flight.

Maybe somebody else can chime in?

Edit: looking at the map there seems to be security screening for F gates and then USA preclearance in the check-in area. That's what you want.
