There were quite a few comments under Raffle's website article about it where people were blue and had barely flown BA in the past few years and got them, I guess it's random. Nothing for me or my wife :-(

Did not get anything either - BA Gold but Germany based.
Had only short haul BA flights during my (still) running membership year. Maybe it's related to longhaul flight with BA, being based in the UK and have a / no status with BAEC?
... or someone at waterside is ramdomly selecting 100 lucky winners from a large bowl with name of all executive club members ...

Hubby's account got 2019 avios yesterday. I think BA must have targeted members with low activity and relatively newish. Hubby has had his BAEC account for about 7 years but not credited flights to BA until 2 years ago (they went to his QF account) then after a few flights he started getting offers from BA and birthday offers etc. I joined BA at the same time (7 years ago) and have credited all my flights to BA and used to get the offers - but they have stopped coming the last two years or so. They must have "courted" hubby and dropped me!

It is likely that we will never find out how this works, but I don't see a pattern so far.

For some more data points, it hasn't appeared on any of the 4 BAEC accounts I monitor:
Edit: none of these accounts is part of a HHA either.
- Silver, approx 30 BA sectors last year, zero forward bookings.
- Bronze, approx 10 BA sectors last year, zero forward bookings
- Blue, only BA trip about 15 months ago, one forward booking (long-haul J/W redemption)
- Blue, only BA trip 15 months ago, zero forward bookings
Edit: none of these accounts is part of a HHA either.
