Thank you, Globaliser. That's what I thought, but even when asking British Airways, they said there is limited recline, so thought best to reach out to the actual people who use the seats. Here is the response BA gave me:
Dear ______,
Thank you for writing to us.
I can confirm row 25 is the back row of this World Traveller Plus cabin, the bulk head behind does restrict the recline of the seat. This prevent the seat from reclining as much as the other seat in the cabin.
There is a curtain that closes of the cabin at the rear.

Yes, unfortunately I know that they do, at least some individuals do, I'm sure they aren't supposed to. And to be fair, sometimes BA staff look at BA FT. Now the whole point of being part of FT is to try and get accurate information, but however that is achieved, it won't be via SeatGuru.
