AFAIK It started at IAH about ten years ago, initially as a pilot program with CBP/United which was expanded to several *A carriers via IAH. At that time IAH had "one-stop" which allowed non-checked bag passengers and ITI pax to skip the customs part of the entrance process to include a separate exit to be used going around the customs area. One would go via one-stop and if the CBP officer handling immigration did not want a secondary on your carry-on you were free to exit and skip the second step. Now that CBP has redesigned the customs entrance process that is not used anymore but the ITI bag process is. DFW and MIA have it and IIRC ORD

I am normally not connecting ITI at IAH but used it twice LHR-IAH-BZE on UA and it was great which along with my Global Entry and pre-check made the process quick and thus allowed me more lounge drinking time hashtag priorties...

After 9/11, the time needed for the layover (to clear immigration) resulted in the SEA-SFO segment being dropped. Without having the load from the thru SFO passengers, the SEA-SVO also was dropped
Weird for what was a US connection to a US destination anyway. Must have been looking for Kompromat secreted in the seat pockets.

TWOV held passengers ineligible to enter the USA in a purgatory for a fee then took them with an escort (not that kind) to the flight. Still if there were a lot, you'd think escaping in the MIA concourses would not have been that hard. I recall in the middle of the PanAm games in Santo Domingo they dropped it flat with no notice not noticing that oodles of athletes had gone to the DR via Miami to compete then were more or less stuck there with no connection to get back. A bit of faffing about until some agreement for them was reached, though there were probably 100X that number in other countries, particularly Latin American.

ITI is not making you wait for your the luggage and recheck it, if its destination was outside the USA as well. From non-preclearance starting countries. There are likely many countries but I cannot find a list, and only memory says Canada and Bahamas are part of the deal and I thought some of Bahamas might now have pre-clearance.

Checked Bags HKG -> DFW -> CUN (to merge ITI Thread)

I'm flying HKG -> DFW -> CUN soon. Do I reclaim my bag in Dallas to go through customs, or does my bag go straight through to CUN? Do I have the option to short check to DFW so I can put Duty free liquids in my checked bag before going through the TSA check? My connection time is three hours and five minutes.

I flew HKG-DFW-YYZ in 2018 and my bags were sent directly to YYZ without having to go through customs. Announcements were made in the secure baggage area that passengers continuing on to Mexico or Canada would have their bags transferred and they would not be arriving on the belt. It was a very quick process to use the Global Entry kiosk and then exit the baggage area.

I want my suitcases. Coming off Antartic cruise and 1 month in S.A. and all I need is carry-on for CUN

At 12+ hours, that’s a really long connection. Can’t you just ask them to short check it to MIA? ITI wouldn’t even be relevant, then.
