Accor hotels
Stayed at a Accor hotel recently that had a brochure in it that stated a 15 min. guarantee. If the guest wasn't satisfied they should have gotten their money back. It didn't happen, they do not honor their policies plus do not have a toll free 1-800 phone number.

Accor provides free email instead at http://www.accorhotels.com/gb/contact/contact.shtml
along with contact phone numbers for each country (not toll free, as you note).
But Accor is hardly a luxury chain! Not sure why this is in Luxury hotels forum on FT, few would be interested in it.

was in Ibis Bencollen Singapore, ran out of shower gel, got it up less than 2'
but i think this programm run on Ibis only!

That is correct and it applies to the breakfast, room, snacks and bar.
