I have no problem with the airlines saying the bag needs to be something like 15 X 9 X 22 etc. I have a big problem with an arbitrary weight restriction. Some overseas airports(LGW used to be one)try to limit the weight to a rediculously low amount. Most of these bags are weekend type bags. I would guess that mine typically weighs about 20-25 pounds on the way home from a long weekend in Europe. Beyond this I might agree to a restriction, but the rules, if any are ever promulgated, must allow for what 95 % of people are actually doing, and not be a backdoor way to force more people to check more luggage and only overload the system more.
