United is pretty tight with their Business Class awards. I think you will struggle to find 2 on the same flight, at the same time.

My suggestion would be to try for 1 award, then upgrade the 2nd traveler with a SWU on a paid coach fare.

You can also look at First Class, a bit better experience and seems more likely to be available than Business Class lately (though not sure about this route)
