Not 100% true I guess as I find that when connecting via FRA to other locales I can check-in online for my YYZ-FRA leg about 19 hours ahead of time and at the same time check-in for my connection which is > 24 hours out... no idea what the rules are or are not there but for me this seems to be consistent.
