If anyone is familiar with the Delta Dash area of ATL under the South Terminal, they have a glass enclosed counter run by Delta employees and an open-air counter run by Skycaps a few yards away. The open-air counter
will charge you if not exempt. Don't know about the glass enclosed counter.
