I don't know why Canada is one dollar more than the US. Maybe they used to base it on the CAD and as the USD has fallen to par they price in USD equivalent and ask for more.

Visas
Canadian citizens are allowed to enter Chile without a tourist or business visa for a period of 90 days. In addition, as of January 1st, 2006, Canadian tourists arriving at the “Arturo Merino Benítez” International Airport in Santiago, Chile, are required to pay a US$132.00 fee. This fee is based on a reciprocity principle between the governments of Canada and Chile. The payment is made only once and it expires together with the passport.
