After going back and looking at the survey more closely, I see that it says:

[W]e are providing high quality Thymes Shower Gel, Shampoo and Conditioner in convenient dispensers. Thymes uses essential oils and natural, botianical ingredients. Fragrance: Energizing scents of eucalyptus with crisp Italian lemon, lime & petitgrain. These dispensers are completely sanitary and are easy to use. But, most of all, they eliminate the waste that is the by-product of single-use packaging.
I'm not familiar with the Thymes brand--is anyone else? I now notice that the shower cap and sewing kit are both Thymes branded as well. The survey also says that it's been determined the average guest uses only 15% of the volume of each pre-packaged amenity. The rest of the wording of the letter is very strongly trying to make the point that they "must reduce the amount of waste created by individual packaging of shower amenities." They also say that "It is essential that your overall comfort, satisfaction and level of service are not compromised in any way."

To address some of the questions/concerns in other responses:

Yes, the tops of the containers are locked and appear to use some proprietary key, so they're not easily accessible. The dispenser is a pump style, where you press a button on the front and the liquid will dispense from the bottom. I don't have any real concerns over the sanitary aspect of these, aside from the ability to tamper with the contents (which seems to be addressed).

Yes, there is still bar soap (from H2O), and the survey seems to indicate this will continue to be the case, though it does ask whether liquid soap and/or shower gel would be acceptable alternatives to bar soap. I've also noticed the tea/coffee maker is noticeably absent from our room. I wonder if that's more to do with the fact that you can get fresh coffee/tea anytime at the Grand Club, though?
