I've seen this on several occasions--the parents always claim they are letting the little brats "tire themselves out so WE can get some rest on the plane". Absolutely no respect for others in the gate area who may be trying to work.
I'll agree that kids running around can be annoying, but if peace to work in is the most important thing to you, then the gate area probably isn't the best place to be. They are noisy places. Besides, playing
is a child's work. It's how they develop.
My own children, of course, are always angels
