It has started happening in isolated cases. There was a story recently in Time about a furniture manufacturer bringing jobs back to the USA from Vietnam and Italy because of the shipping costs.

There was also something about a woman trying to pay a street tout in Africa - offering 200% of the negotiated price - and still not being able to get them to take dollars. I think it was in Budget Travel or something similar but I cannot find it any more.
