I bought some really cheap folding scissors at an Asian street market for that reason. Folded up they don't look like scissors and only during an extremely thorough bag search would they even be located. Unfortunately the actual cutting blade is less than an inch in length but it beats having to buy another pair of "Approved for ages 3+" scissors on a regular basis.
