The impression I get on the luggage sock is that it's basically a luggage condom. The site says they're made from stretchy material (they keep saying "think swimsuit fabric"). So it goes on just like a sock and, technically should come off the same way. They say it's TSA approved, but I really can't see any TSO taking the time to do this correctly if they have a box cutter or something similar handy. I don't think I'm willing to risk a $40 cover every time I fly as it seems like it'd probably just be slashed off and tossed to the side.

Unfortunately, I don't have Hartmann luggage, so I doubt the cover would fit well enough to ensure it wouldn't get caught on conveyor belts and such.

Ahh, well.. I'll suffer with dirty luggage.
