While playing by the rules this
should be true, it is not always the case. I just completed (about 2 weeks ago) a HKG-JFK trip. I purchased the ticket through United.com.hk and the fare type was "V." I called UA (in the U.S.) to upgrade with SWU, and I was told this was a "private" fare and was not upgradeable. Yes, it said on my receipt it was a "V" fare but the agent maintained it was not upgradeable.
Frustrated, and knowing the ticket was ex-HKG, I called United HK Reservations...they processed the upgrade without question and I can attest that it worked--I flew C in all segments.
Like so many things at UA, it depends who you talk to.
