The cluster of bars is getting dispersed as the trendy Brewery and Pearl districts start moving south across Burnside Street (the NW and SW dividing line in downtown Portland) The bathhouse and the bar under it Silverado were the latest casualties (for the old timers it was once Flossies) Silverado moved about 8 blocks east but it's a dump now.

The new Scandal's and the old Eagle are still hanging in there on Start Street along with Boxx's and the old Brig. Boxx's was pretty fun last time I was in the bar about a month ago.

In general you will find Portland a very progressive and welcoming city, just stay away from Hillsboro and Gresham in the burbs.
