What JC says here. There's all kinds of free stuff - sweepstakes, etc - where you have to pay government-specified taxes, and you can't very well sue a business for charging you fees and taxes that are required by the government.

Pitching something as "free plus government fees and taxes" and then saying "oh, by the way, that free ticket plus $120 in fees and taxes is now also plus a $200 charge imposed by the airline" is a lot less defensible.
