I was able to use my foreign phone and (Turkish) Vodaphone SIM card for the first couple weeks in Turkey. However, after that, the phone showed an "Unregistered SIM" message and would not make any calls. The web site I've linked to below suggests that this happened because I did not register the phone.
I was able to use the SIM card in a Turkish phone.
